Research Management
in the Modern University
This workshop will present an overview
of research management, its role in building an institutions
research program and the impact that research can have can
have on economic development if managed appropriately. In
particular, the workshop will discuss the roles and
responsibilities of those involved in the research
enterprise. Topics also will include pre-award grants and
contracts administration, post-award grants and contracts
administration, regulatory compliance, technology transfer
and the role of the university in economic development.
The workshop will give you a greater ability in the
following topics
- Research management infrastructure and its role
- Technology
development and transfer
- University research
parks
- Role of universities
in economic development
- Relationship between
outcomes of higher education and job market needs
- Planning strategies
in scientific research.

Dr. Kulakowski received his
Bachelor of Science degree in Biology from Fairfield
University in Fairfield, Connecticut and a Masters of
Science degree in Medical Niology from C.W. Post College of
Long Island University in New York. He obtained his PhD
degree in Biochemistry from Lehigh University in Bethlehem,
Pennsylvania.
Elliot Kulakowski spent the
next nine years at the National Institute of Health. His
first position was a Staff Fellow conducting research on
regulation of blood pressure in the Hypertension Endocrine
Branch of National Heart Lung and Blood Institute (NHLBI).
He assumed a position in administration as a Health
Scientist Administrator where he managed externally
sponsored basic and clinical cardiovascular research
programs. He subsequently accepted the appointment of Senior
Scientific Advisor for NHLBI where he was involved in
activities related to Congressional appropriations hearings,
preparation of scientific reports, implemented initiatives,
engaged in special projects, and represented the Director at
specific meetings.
Upon leaving the NIH, Dr.
Kulakowski moved to academia where he was Associate Vice
Provost for Health Sciences Research at Temple University.
While at Temple, he also served as director of a Center of
Excellence in Thrombosis Research, as Associate Vice Provost
for Environmental Health and Safety, and as Associate
Professor of Biochemistry at the Medical School. He later
assumed the position of Director of Research and Technology
Development at the Albert Einstein Healthcare Network where
he established their Clinical Trials Research Program.
During this time he also was on the faculty of Thomas
Jefferson University in the Department of Biochemistry and
Molecular Pharmacology, and also was a member of the Board
of Advisors for establishment of the Integrated Science
Business and Technology Program at LaSalle University.
Dr. Kulakowski also has been
an active member of the organizations related to research
administration and management including the Society of
Research Administrators International where he served as
president and chairman of the board. He continues to
represent SRA as a past president and is a member of the
International Committee.
He has received a number of
honors and awards. Among them, he was elected a Fellow of
the American Heart Association, and received both the
excellence award and the Distinguished Faculty Award from
the Society of Research Administrators International. He has
published on his research activities, and on issues of
research administration. Dr. Kulakowski currently is
coauthoring the first textbook on Research Administration
and Management in over 20 years. He also appeared on a PBS
special about biomedical research, participated in
nationally televised satellite conferences on research
administration issues, and lectured internationally on
research administration issues and the role of universities
in economic development.
The Office of Sponsored Projects is
responsible for submitting, on behalf of the U, proposals
developed by faculty to external sponsors. Through his
experience in working for the federal government, in
academia and for a research hospital, he can enhance the
growth of the research program.
