Comments/Suggestions:
I recently learned that in some countries (like South Korea), the minimum requirements for promotion from assistant professor to associate professor includes 4 papers in ISI-rated journals.

All the Journals I know of- founded by mathematicians of historical importance or learned societies- are all there.
The trend of establishing new journals- without any justifiable need- except making money- should be discouraged. It compromises standards. In my opinion- for the reasons stated above- the ISI journals are quite upto the mark.

ISI is well wordwide recognized data base so KFUPM should encourage its faculty to publish in ISi listed journals

Faculty , who are publishing four or more papers per year should be finnacially compensated. It take lot of efforts to get one paper published but we are talking a minimum limit of four.
Announce this reward and you will see the surprise increase in number of papers published in ISI journals.

For me, ISI is the most critical source of cited work in science and engineering.

This what I call is FALLING on the Trap! No one can claim high quality etc.. it is all relative.. Beleive me if you buy a new high quality Car say Merceds Benz and drive it to a check up not saying it is new, something come as not good!! The same with publications, I call this the westrn TRAP of making Money.
I my self I do not care much about any of such RATE AGENCIES!! I only care about what the paper covers and who benifit out of it? Beleive me sometimes you do not get to publish in these ISI rating Jurnals because a bunch of racest are editing such jurnals the miniute they see Mohamed or reliable study in Sauid Arabia, the hard time it is given, specially if it has been even for 100 years and 23 million patentc etc.. all of these boils down to large Money making.Since such huge system!!! has to be financially supported to keep all such supervision etc... who is supporting it and how etc.. are many questions need to be invistigated specifically in this new World order.
My advise is just accept all Journals who have been in market for more than 10 years and have a record of good journals and editors, and do keep encourging our faculty to do good work.

I am not sure that ISI can be considered as the principal source for reputed scientific research. My answer to question 3 should be "I do not know" instead of "Disagree".

Not all Journals rated in ISI is of high qulaity and there are scientific journals which are of high qulaity and not included in the ISI

The departments should provide lists of other "high quality jounrals" which are not inlcuded in the ISI database (some because they are just NEW, although they may be excellent and very specialized).

Not all ISI journals are of high quality, some are very weak especially those with an impact factor of less than one.

There are several high quality Journals in the Mathematical Sciences which are not rated ISI because of backlogs.
For citations purposes people are also using "Google Scholar".
