Ownership of Campus Housing
The housing units on the University campus are wholly owned by KFUPM. The ownership extends to land, buildings, utilities, surrounding gardens, yards, etc., and to interior fittings, namely, furniture and appliances if provided by the University.

2 Housing assignment
University housing units are assigned to eligible individuals based on the housing allocation criteria and points system laid down in the "Procedure for Faculty & Staff Housing Assignment at KFUPM". However, the University reserves the right to change the housing assignment of a resident if his family status changes.
3 Campus housing privilege
The housing units provided by the University as residences for faculty and eligible staff are considered to be a special benefit offered to them rather than an earned right. These housing units shall be used exclusively by faculty/eligible staff and their family members and female housemaids only. Leasing or loaning the housing unit, fully or partially, to other persons for any period of time is forbidden. The occupant will be subjected to disciplinary procedures in the event of any unauthorized use of the premises.
4 Privacy
The housing units are privacy protected. This does not include the surrounding yards where gardening and pest control services are carried out on a routine basis. No one is allowed to enter the interior of any of these houses without the prior permission of their occupants except in cases of emergency. In all such cases where University employees or designated committee(s) enter any housing unit, they shall immediately report their entry in writing to their supervisor, describing in detail the circumstances justifying their entry into the house.
5 Upkeep of houses
The occupant is responsible for cleaning and the upkeep of the house, its contents and surroundings. All occupants are required to dispose of their garbage properly by using proper garbage bags, tying them up securely, and putting them inside the garbage enclosures/receptacles provided by the University.
6 End of housing assignment
Occupancy of the house must be signed over to the Housing & Office Services Department as soon as the services of a faculty or a staff member come to an end.
7 Housing clearance
Before the final departure of any occupant from the house, Housing & Office Services will inspect the house and conduct a final inventory of the furniture and appliances provided by the University. The occupant is liable to settle any claims by the University for missing items and/or any damage caused to University property.

2.1

Preventive maintenance & furnishing
The University will normally hand over assigned houses to the faculty and staff in a condition ready for occupancy after comprehensive maintenance of utilities, furniture and appliances. Each house shall contain the standard furniture according to established lists prepared by the Housing & Office Services Department.

2.2 Painting of houses
Housing units will be painted once every four years upon request. If the occupant wishes to have his house painted within this period, he shall bear all the expenses.
2.3 Routine repairs
The University arranges the following repairs to its property, as and when needed, without charging the occupant if the repairs are necessitated by normal wear and tear.
1. Air conditioning repairs
2. Plumbing repairs
3. Electrical repairs (not including replacement of bulbs or tubes)
4. Roof repairs
5. Telephone repairs
6. Masonry repairs
7. Structural repairs
8. CATV repairs
9. Carpentry repairs
10. Appliance repairs - of all appliances supplied by the University
11. Furniture repairs - of all furniture supplied by the University
2.4 Work request
All maintenance and repair requests should be sent by the occupants to the Projects & Maintenance Department. The occupants should promptly report any item(s) requiring maintenance in order to avoid damage to University property.
2.5 Repairs to private appliances
The University may help in the repair of appliances, such as freezers, refrigerators, additional airconditioners, etc., bought and owned by the occupant, at a certain charge that will be made clear upon request but will not repair any installations/additions owned/made by the occupant which are not up to KFUPM standards.
2.6 Cost of damage
The occupant shall pay the cost of damage caused to University property by misuse or negligence on his part or on the part of any of his household. If there is disagreement about the cost of damage assessed by the Projects & Maintenance, the matter shall be referred to the Vice Rector whose decision will be final.
2.7 Work on occupant's account
In all cases of maintenance or repairs to the house at the cost of the occupant, the following steps shall be taken before starting any work:
(a) An assessment of the required cost of the work shall be given to the occupant.
(b) The occupant has to pay the estimated cost of the proposed work in advance. He shall be given a receipt for such payment.

Work will commence as soon as it can be scheduled and only after the occupant has paid the estimated cost.

2.8 Maintenance of public utilities
The University shall bear all the expenses of public utilities such as street lighting, cleaning, garbage collection, sewers, maintenance of drain networks, telephones, water systems, gas installations and maintenance and upkeep of all landscapings. The occupants are prohibited from tampering with the existing networks of any of these public utilities.
2.9 Pest control
The University also provides pest control services outside the residential units. These pest control services include periodic yard spraying to prevent major pest infestations. Spraying or disinfection inside the house is the occupant's responsibility.

3.1

House modification
No occupant of the University housing units is allowed to make any additions or alterations to the house without prior written permission from the University.

3.2 Request for house modification
Requests by occupants for any additions and/or alterations to the housing units shall be considered by the University according to set rules. Details can be obtained from the office of the Chairman, Housing Modification Committee.
3.3 Modification to newly assigned houses
No alterations or additions may be made to newly assigned houses prior to actual occupancy unless the Housing Modification Committee authorized the alteration in a specified time. However, in extreme cases the University may assist an occupant by providing temporary transition accommodation.
3.4 Modification expenses
The expenses of all additions or alterations to the house shall be borne by the occupant. The University may retain such additions or alterations without any compensation to the occupant, or require him to remove them at his expense when he vacates the house.
3.5 Modification according to approval
Modifications or additions should be carried out exactly as specified by the University. This includes additional electrical wiring from outside the house. If any change is needed in the approved plan before execution, the occupant must resubmit his plans to the University for approval.
3.6 Unified locks
The occupant must not replace the existing unified locks of any of the doors in the house.
3.7 Maintenance of authorized additions
Maintenance of authorized additions made by occupants according to the University building standards once approved is the responsibility of the Projects & Maintenance Department.

4.1

Safekeeping of the house and its contents
The occupant is expected to use the house, including the utilities, furniture, appliances and equipment as carefully as possible. On vacating the house, it is expected that they shall be in the same condition as they were received at the time of occupation excepting normal wear and tear. He will be liable for any loss or damage to the house, utilities, furniture, appliances and equipment due to his negligence or misuse..

4.2 Precautionary measures
As a precaution against possible damage resulting from any mishap, the occupant should shut off all water line valves inside the house, unplug electrical appliances and request the Projects & Maintenance to shut off the gas and disconnect the long distance dialing facility before leaving on vacation or long leave.
4.3 Appointment of caretakers
Before departure on long leave or vacation, the occupant should nominate in writing a resident faculty or staff member to take care of his assigned house by inspections during his absence, and to arrange the removal of his personal belongings from the house during his absence, if needed. The caretaker's name and telephone number should be communicated to Housing & Office Services, Projects & Maintenance, and Security departments.
4.4 Safeguarding of personal property
The safeguarding of personal property is the responsibility of the occupant.
4.5 Renovation/construction work
The occupant shall not prevent any University department from carrying out any pre-arranged renovation, repair, addition, maintenance or construction work either in the house or to the equipment, furniture and appliances or in the surrounding areas.
4.6 Identification of service staff
The occupant should check the ID card of any service staff from Housing or Maintenance before allowing him to enter the house for supply and/or removal of furniture or to attend to any maintenance job requested.
4.7 Periodic inventory
The occupant shall not prevent the Housing & Office Services department from taking a periodic inventory of the University furniture and appliances in the house. It is forbidden for the occupant to give, take or exchange any item(s) of furniture and appliances provided by the University.
4.8 Neighborhood rights
The occupant shall respect the rights of his neighbors. He should exercise common courtesies towards fellow occupants/neighbors and cause no disturbance or noise to them. The occupant shall be especially careful to maintain security and quiet between 11.00 p.m. and 7.00 a.m. Disturbances, complaints or violations of University housing regulations will be referred to the appropriate authorities.
4.9 Responsibility for undesirable behaviour
The occupant is responsible for the behavior of all residents of his household. The residents of his household include his immediate family, guests, housemaids and drivers. A serious violation of any of the common norms and values of society and/or the University regulations including traffic rules is subject to disciplinary action which may lead to campus housing assignment being withdrawn from the occupant.
4.10 Private lessons
The University housing units must not be used for private lessons or nursery services or as a day care center. However, interested occupants may contact the Dean of Faculty & Personnel Affairs for possible arrangements.
4.11 Commercial activities
The University housing units must not be used for commercial activities such as hair-dressing, tailoring, etc.
4.12 Business
The University housing units and their surroundings must not be used for business purposes.
4.13 Car repairing in parking lots
The parking lots on campus must not be used for car repairing. Abandoned cars will be towed away.
4.14 Observance of traffic regulations
The occupants must observe traffic regulations on the University campus. Teenagers who are not eligible for a driver's license and those without a valid driver's license must not drive cars on campus.
4.15 Drivers' accommodation
Drivers working for the occupants are not allowed to live in the premises of the University provided housing units.
4.16 Pet animals
It is strictly prohibited to keep any animals, cattle, poultry, birds, cats, dogs or dangerous pets in University houses with the exception of aquarium fish or ornamental birds. However, occupants interested in keeping pet animals or birds other than acquarium fish or ornamental birds may approach the Community Affairs Committee for possible recommendation.

5.1

Evacuation of housing unit
The University may order that a housing unit be vacated in the following cases:
(a) if the building is unsafe and dangerous to the residents;
(b) if the University schedules to rebuild, renovate or modify the house and has requested the occupant to vacate it;
(c) if the services of the occupant come to an end with the University;
(d) if the occupant violates any of the University or Government regulations or fails to abide by the directives of the University;
(e) if the occupant uses the house or permits another party to use it in a manner which endangers public security or health or is against public morals;
(f) if the occupant makes any additions or alterations to the house without following the University procedure outlined above;
(g) if the occupant uses the house in a manner which may cause damage to the building or to the surrounding environment; and
(h) if the family members of an occupant do not reside in the house on permanent basis any more thereby changing his basic housing need and consequently assignment of another appropriate house by the University.

5.2 Recovery of dues
The University reserves the right to recover any amounts due from the occupants as per the current financial regulations of the University.
5.3 Effectiveness of these regulations
These regulations are effective as of the date of their issue.
